The Historic Preservation Commission is a ten member citizen board consisting of six at large members and two residents from Des Moines' two designated local historic districts, Sherman Hill and Owl’s Head

The Commission shall review and act upon all applications for a certificate of appropriateness that are brought before them by parties interested in making structural changes to their properties within the two local historic districts or to local landmarks, including demolition. The commission adopts the Secretary of the Interior’s Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings and additional design guidelines, standards and criteria for reviewing and approving applications for certificates of appropriateness.

The Commission shall review and make recommendations to the City Council concerning all proposals for designation of historic districts and landmarks, all proposed amendments to the boundaries of existing historic districts, and all proposals for repeal of existing historic districts

The Commission also makes recommendations to the city council and city commissions and boards on preservation issues, when appropriate, by encouraging the protection and enhancement of structures with historical, architectural or cultural value, and by encouraging persons and organizations involved in preservation activities.

The Commission also makes recommendation to the historical division of the state department of cultural affairs for the listing of a historical district or site in the National Register of Historic Places.
