Home Owner Rehabilitation Program
The NCS Home Owner Rehabilitation Program promotes the improvement of owner-occupied properties in Des Moines. The program provides forgivable loans to eligible property owners. The program is designed to respond to deferred maintenance problems that have created an emergency situation or lead paint remediation for families with children under the age of 6 that have been referred by the Polk County Health Department.
