Other Neighborhood Inspection Duties

In addition to the three major areas of responsibilities the Neighborhood Inspection Division is also responsible for the following duties. Call (515) 283-4046 with any related concerns or inquiries.

• Illegal Businesses

  The discovery and field investigation of businesses established in residential areas not zoned for commercial use.

• Hazmat Referrals

  The identification and elimination of hazardous materials.

• Mosquito Control

  Neighborhood Inspection periodically sprays selected areas of the city for mosquito. For more information please visit the Mosquito Control Program.

• Abandoned Well Abatement

  Periodically complaints are received regarding open old abandoned wells or cisterns. The Neighborhood Inspections Department works to get this filled in to alleviate potential hazard to children in the neighborhoods.

• Illegal Parking in Front Yards

  Inspectors are charged with the responsibility of issuing tickets for these violations.

• Illegal Dumping

  The enforcement of illegal dumping.

• Illegal Signs

  The discovery of illegal signs.

• Illegal Multiples and Duplexes

  The discovery and enforcement of illegal multiples and duplexes. Units that do not have housing certificates and have not been inspected. Complaints are taken from the public.

• Transient Merchants

  The enforcement of transient merchants that do not have a permit to do business in our City.

• Noise Ordinance Enforcement

  Inspectors insure that amplified music and such other activities as automobile races do not violate the cities sound ordinance decibel levels.

• Pest Control

  The elimination of rats.

• Animal Waste Complaints

  Property owners are required to clean up their pet waste regularly. Upon receiving complaints regarding the accumulations of animal waste, the Neighborhood Inspections Division will issue a notice to the property owner to clean up the waste. If the problem is not corrected, the City will clean up the problem and bill the costs back to the property owner.

• Septic System and Sewer Line Complaints

  Failed septic systems or broken sewer lines are considered a health hazard because raw sewage either backs up inside a property or onto the ground. The Neighborhood Inspection Division responds to complaints, and works with the property owner to come to a reasonable remedy for the issue.

• Interior Unsanitary Conditions

  On occasion the Neighborhood Inspections Division receives a complaint regarding unsanitary conditions within a dwelling. The conditions within the dwelling must be of such a nature that they are creating an imminent health hazard for the neighboring properties. The manner in which these are handled are on a case by case basis and often involve resources from other community agencies.

• Voluntary Impounds

  The City provides a service for residents who have vehicles on their private property that they want disposed of. Vehicles are removed at no cost to the property owner.

• Graffiti

  Property owners are required to keep their property free of graffiti. When a problem is identified the owner is given a reasonable time period to clean the violation. If the graffiti is not clean it is done by the City and billed back to the property owner.

• Nuisance odor Ordinance

  The Enforcement of the Nuisance Odor Ordinance. In order to initiate an investigation the Neighborhood Inspection Division has to receive an "Odor Alert" from the Odor Hotline. An "Odor Alert" is generated when ten nuisance odor complaints of similar nature are received within six hours.
