08-1080	1. ROLL CALL: Present: Cownie, Coleman, Hensley, Kiernan, Mahaffey, Meyer and Vlassis. Council Member Hensley participated in this meeting via telephone.
08-1081	2. APPROVING AGENDA, AS PRESENTED AND/OR, AS AMENDED: Moved by Vlassis to adopt. Motion Carried 7-0.
08-1082	3. First consideration of ordinance temporarily waiving all permit fees for the repair renovation or replacement of structures damaged by the recent flooding within the City of Des Moines. Moved by Coleman that this ordinance be considered and given first vote for passage. The City manager will provide periodic reports regarding the number of permits issued. Motion Carried 7-0.
08-1083	(A) Final consideration of ordinance above, (waiver requested by Community Development Director), requires 6 votes. Moved by Coleman that the rule requiring that an ordinance must be considered and voted on for passage at two Council meetings prior to the meeting at which it is to be finally passed be suspended, that the ordinance be placed upon its final passage and that the ordinance do now pass, #14,777. Motion Carried 7-0.
