1.     ROLL CALL:  Present: Cownie, Coleman, Hensley, Mahaffey and Vlassis.  Absent: Kiernan and Meyer.  Mayor Cownie and Council Members Coleman, Hensley and Mahaffey participated in the meeting by telephone.

2.     APPROVING AGENDA, AS PRESENTED AND/OR, AS AMENDED:  Moved by Hensley to adopt.  Motion Carried 5-2.

3.     Consideration of a temporary outdoor service area and temporary closure of the sidewalk within the licensed premise area for Drake Relays Celebration on April 24-27, 2009 for Pelican Bar, 208 3rd Street, Class C Liquor License.  Pending approval of Building, Electrical, Fire and Zoning Departments.  Moved by Hensley to approve with the following conditions: 1. maintain 3ft. sidewalk for pedestrians 2. no alcohol outside of fence 3. no further short-term permits will be issued, if they are not timely filed.  Motion Carried 5-2.
